Spiegel: The EU wants to help Athens to save bn. Euro
The European Commission wants to retroactively change the rules for the provision of EU funds for development projects for the 2007-2013 period in order to take Greece Athens more easily funds. It also wishes to retroactively repeal the Greek contribution to subsidized EU projects, highlights the Der Spiegel.
This proposal is included in a decision of the European Commission which will be adopted this week, highlights toSpiegel, adding that in this way the Greece will save about two billion. Euro.
Until now, EU countries receiving European funds to finance development projects pay part of the costs for this project from their own resources.
For development projects for 2007-2013 Athens has received 90% of the resources, but it seems that it is not able to finance its own the remaining 10%. But if it fails to do so until the end of time will lose the money they received. To prevent this, the EU wants to change the rules retroactively.
The European Commission stresses that this will not be borne by European taxpayers, it would only mean that Greece will receive the money meant to be given. However if there is no co-financing, the EU will assume full project funding, but less.
Also expected to be other special rules for Greece. For example in terms earlier works are expected to repay the part of European money which ought to be in Athens after their completion. Furthermore, for the years 2015 and 2016, Athens would receive faster European funds.
The European Commission indeed seems to be influenced by the German objections as notes Spiegel, but stresses that it will "closely monitor" the progress of funded projects, and resource management will be careful.
