Syria: US and Russia agreed to a ceasefire plan


The US Foreign Ministers of America John Kerry and Russia's Sergei Lavrov announced late in the evening a plan to declare a ceasefire in Syria, after a day of marathon negotiations in Geneva.

The ceasefire will be implemented simultaneously with the start of Eid al-Adha, the Muslim feast of sacrifice, the night Sunday to Monday, stated Kerry, who spoke to reporters having at his side his Russian counterpart.

"The US and Russia announce a plan which, hopefully, will allow to reduce violence" and to open the way to achieve "peace through negotiation and a political transition in Syria," said the head of American diplomacy.

The rosoamerikaniko plan will allow "to be an effective coordination of the fight against terrorism, above all in Aleppo, and to strengthen the ceasefire. All this will create the conditions for a return to the political process, "said Lavrov.

If the cease-fire this last "one week", the US military will begin to cooperate with the Russian army in Syria, Kerry said. This collaboration called long Moscow, although the USA and Russia supporting opposing sides in the war, which has killed more than 290,000 people after it erupted in 2011.

"The United States agree to make an additional step because we believe that Russia and my colleague (en Sergei Lavrov) able to exert pressure on the regime (Syrian President Bashar) Assad to end this war and come to the negotiating table, "explained Kerry.

Lavrov warned however that it is not possible to guarantee "100%," the success of the new rosoamerikanikou plan. The previous joint initiative of the US and Russia, which had ratified the United Nations in February, failed.

"As for the prospects of implementing this Agreement, can not be given by anyone 100% guarantee. As I said, there are many players in this puzzle (...). However, the fact that we were able to create the International Syrian Support Group, where all without exception countries affected by the crisis in one way or another are involved, including Saudi Arabia and Iran, is, I believe, an important achievement "said Lavrov.

In addition to the operations against jihadist organization Islamic State (IK), the two parties agreed to intensify their action against all the jihadist forces operating in Syria, notably the Front Conquest of Syria (Tzampchat Fatah al Sam), the former Support Front of revolutionaries (Tzampchat al Nousra), recently disowned any connection with the network of al-Qaeda.

This cooperation will consist in particular, if the last ceasefire, the exchange of information for conducting air strikes, something Washington had refused until now to agree.

Lavrov explained that it would create a 'common house' for coordination of air strikes in which "military and representatives of Russian and American secret services will settle practical issues," would "separate the terrorists and the moderate opposition" and so on.

The announcement of this project was recorded as the humanitarian situation is becoming more critical in the city of Aleppo, which by Thursday besieged again completely the forces of the Syrian regime.

According to the American Foreign Minister, if the project is implemented in good faith, may be the trigger that multilateral efforts at the negotiating table to fruition.

Sergey Lavrov on his part pointed out that there is still distrust and some will prefer the deal to be disapplied and would undermine it. He added that Russia has informed the Syrian government for the agreement and its terms and Damascus is ready to implement it.

The UN special envoy to Syria Stafa de Mistoura, taking the floor after the two foreign ministers said that "it was a very long day, with a good result." He stressed that the United Nations will continue to make every effort to distribute humanitarian aid and hopes that there will be an agreement between the Syrians that would lead to ending the conflict.

De Mistoura added that would consult with UN Secretary General Ban Ki-moon before announcing the holding of the next round of negotiations for a political solution and end the war in Syria.
